Advanced technology is behind the projections by some gaming industry insiders that the percentage of South African gamblers frequenting online casinos is increasing by up to 20 percent each year. And while current legislation deems the operation of online casinos to be outside the law, the government is under pressure from several sources to legalize and regulate the industry. A special committee was set up last year by the government to investigate the online casinos industry and its influence in South Africa. In its final report, the committee recommended legalizing and regulating online casinos in an attempt to provide South African gamblers with greater security. However Keith Harvey, head of Legal Affairs at the Eastern Cape Gambling and Betting Board, has recently stated that although the government has reviewed the committee’s findings, the online casinos industry is unlikely to be legalized. According to Harvey, the reason behind the government’s reluctance is its fear of gambling addiction and underage gambling. However, while these are legitimate concerns, pro-gambling lobbyists point out online casinos have always operated outside state legislation which currently offers little protection for vulnerable and underage gamblers.
